Overview

What Is a Subdivision Platting?

Understanding this essential surveying service

Subdivision platting is the process of legally dividing land into multiple lots for development or sale. In Florida, this process requires a certified survey, engineering design, and approval from local planning authorities before the plat can be recorded.

At Apex Surveying & Mapping, we guide landowners and developers through the entire subdivision process. From initial feasibility analysis to final plat recording, we coordinate with engineers, planners, and government agencies to move your project forward.

Successful subdivisions require understanding zoning codes, minimum lot sizes, road requirements, utility access, and drainage considerations. Our experienced team has navigated these requirements across multiple Florida counties.

Deliverables

What's Included in Your Platting

Everything you receive with our service

  • Feasibility analysis and initial consultation
  • Boundary survey of parent tract
  • Preliminary plat design
  • Coordination with engineers for roads/utilities
  • Agency submittal support
  • Final plat preparation and certification
  • Recording coordination
  • Monumentation of new lot corners

What this costs

Two separate costs sit behind a plat, and it helps to keep them apart. The surveyor's scope is driven by lot count, the boundary survey of the parent tract, monumentation of every new corner, how many agency review cycles the plat goes through, and coordination with the civil engineers on roads, drainage and utilities. The county's fees are set by ordinance, published, and identical for every applicant.

  • County fees are the county's, not the surveyor's, and they are published. Volusia County, effective October 1, 2025, charges $72.00 per lot for a Final Plat Development Order at 20 lots or fewer, or $1,443.00 plus $49.00 per lot above 20, with recording at $121.00 plus Clerk fees. Every county sets its own. Source: Volusia County fee schedule, effective October 1, 2025.
  • Published Florida government contracts put a senior licensed surveyor at PSM level at $135.99-$382.97 per hour and a project surveyor at $120.00-$267.08 per hour. Source: negotiated rates in Florida city, county, special-district and FDOT contracts, 2024-2026.

General range, not a quote. Your price depends on parcel count, scope, access, vegetation, travel, and what corner monumentation still exists.

FAQ

Frequently Asked Questions About Subdivision Platting

Answers to common questions from our clients

How much does subdivision platting cost?

Platting is quoted per project and per jurisdiction, and it is worth separating two things: the surveyor's work and the county's fees. The surveyor's side is driven by lot count, the boundary survey of the parent tract, monumentation of the new corners, the number of agency review cycles, and coordination with the civil engineers on roads, drainage and utilities. The county's side is set by ordinance and is the same for every applicant - in Volusia County, effective October 1, 2025, a Final Plat Development Order is $72.00 per lot at 20 lots or fewer, or $1,443.00 plus $49.00 per lot above 20, with recording at $121.00 plus Clerk fees (source: Volusia County fee schedule, effective October 1, 2025). Those are the county's published fees, not ours, and they vary by county. These are general market ranges rather than quotes.

How long does subdivision approval take?

Timeline depends on jurisdiction and complexity. Minor subdivisions may take 2-3 months. Major subdivisions requiring rezoning or variances can take 6-12+ months. We'll provide realistic timeline estimates for your specific project.

What determines if I can subdivide my property?

Key factors include zoning (minimum lot size), comprehensive plan designation, road access requirements, utility availability, environmental constraints, and flood zone status. We evaluate all these factors during feasibility analysis.

Do I need engineering for subdivision?

Most subdivisions require civil engineering for road design, drainage, and utilities. We coordinate with engineers throughout the process and can recommend qualified firms if you don't have one.

Can I sell lots before the plat is recorded?

Generally, no. Florida law requires recorded plats before selling individual lots. However, you can enter into contracts contingent on plat recording. Consult with a real estate attorney for specific guidance.

Next Steps

After Your Subdivision Plat

Subdivision platting in Florida creates the legal framework for new development, but infrastructure engineering follows immediately after. A civil engineer designs the stormwater management system, road profiles, and utility layouts based on the plat geometry and topographic data. The engineer then creates construction drawings that guide the build phase.
