Staking rarely exists as its own priced line: on state work, FDOT Standard Specifications section 5-7.7 makes construction layout incidental to other pay items, so it is absorbed into the work it serves. And where competing bids for identical staking scopes can be compared side by side, the gap between lowest and highest bidder has run past six times — in one case past ten. An average of numbers that far apart is not information. Here is what to ask for instead.

What a survey actually costs is set by the work it takes: boundary research, fieldwork, recovering or establishing the applicable property corners, marking the accessible corners, and preparing a signed and sealed survey. On top of that, the number of parcels, the scope, the location, site access, vegetation, travel, and how much existing monumentation survives on the ground all move the number. Two properties on the same street can price differently — one with intact corner markers, one where every corner has to be re-established.

Why Construction Staking Has No Published Price
Most cost guides will give you a range for this service. We checked whether any of those numbers could be traced to a Florida source, and none survived. Three findings explain why — and understanding them will make you a better buyer of this service.
1. On state work, staking is not a separate pay item at all
FDOT Standard Specifications section 5-7.7 makes construction layout incidental to other pay items. It is not bid separately, it is not paid separately, and it therefore has no unit cost to publish. This is not an omission that will be corrected in some future edition — it is how the specification is structured. Any guide claiming to cite an FDOT staking unit price is describing something that does not exist.
2. Identical scopes draw wildly different bids
Where staking scopes are put out to competitive bid and the responses can be compared directly, the spread between the lowest and highest bidder on the same scope has been observed at 6.3×, 6× and 10.7× on separate solicitations. Those are not different jobs being priced differently — that is the same job, with bidders reading the risk, the site and the visit count very differently. An average across that spread tells you nothing about what your project will cost.
3. The unit that matters is not the one being advertised
A price "per lot" or "per project" hides the two variables that actually decide the cost: how many points come off the plan set, and how many times someone has to drive to your site. A quote covering one visit will always undercut a quote covering the whole build — and the difference will surface later, as change orders, at the worst possible moment in the schedule.
What to ask for instead
Send the approved site plan and civil drawings, and ask any surveyor you are considering for a quote that states, explicitly:

What Staking Involves by Project Type
What changes between these is the point count, the tolerance and the number of times someone has to come back — which is what a quote is actually built from.
Single-Family Home

Standard residential construction layout. The surveyor stakes building corners, establishes the finished floor elevation (FFE) relative to the FEMA BFE in flood zones, and marks setback lines from property boundaries and the right-of-way. Most Florida single-family projects require 2-3 survey visits: initial staking, form board survey (before concrete pour), and as-built survey (for CO). The visit count, not the house, is usually what decides the figure.
Multi-Family / Townhomes
Per building (2-8 units) · Includes: Building footprint, parking, utilities, grade stakes
Multi-unit residential projects require more stakes, multiple building footprints, shared parking layouts, and utility infrastructure staking. Effort scales with the number of buildings and the amount of site infrastructure between them — two projects with the same unit count can differ substantially if one has structured parking and shared utilities and the other does not.
Commercial Building

Commercial projects include building layout, parking lot geometry, ADA-compliant ramps and routes, stormwater retention areas, and utility connections. The ADA and drainage elements are the ones that add points fastest, because both are tolerance-sensitive. Work adjacent to a state road adds traffic control requirements to every visit.
Road & Infrastructure

Road construction staking includes centerline alignment, edge of pavement, curb and gutter, sidewalks, drainage structures, and utility crossings. Effort scales with length, but drainage structures scale it faster than distance does — each inlet and manhole is an individually staked invert. Utility Staking

Staking for water mains, sanitary sewer, storm drainage pipes, and underground utilities. The surveyor marks pipe invert elevations, manhole locations, and trench lines at specified intervals (typically every 25-50 feet). Critical for gravity-flow systems where grade accuracy determines whether the system functions at all — which is why this work is not a place to shop on price alone.
Form Board Survey
Per building · Includes: Verification of form boards before concrete pour
A form board survey is performed after the contractor sets the foundation forms and before concrete is poured. The surveyor verifies that the forms are at the correct elevation (FFE), within property setbacks, and match the approved site plan. Required by most Florida building departments. It is a short visit that prevents the single most expensive mistake on a residential build.

Number of Stakes/Points
High ImpactMore points means more time, and the point count is set by the design, not by the size of the site. A simple residential lot with four building corners and an FFE is a fraction of the work of a commercial site with parking geometry, retention, utilities and ADA routes. When you request a quote, the point list is the most useful thing you can provide.
Number of Visits
High ImpactThis is the factor that most often makes two quotes incomparable. Most projects need several visits: initial staking, form board survey, as-built survey, plus re-staking whenever construction traffic destroys stakes. Each visit carries its own mobilisation. A quote covering one visit will always look cheaper than a quote covering the project — check what you are being priced for before comparing.
Site Complexity
Medium ImpactSloped sites, irregular lot shapes, flood zone requirements, and dense existing improvements increase layout complexity. In Florida, sites in SFHA flood zones require FFE certification relative to the BFE — adding elevation control requirements to the staking scope. When You Need Construction Staking
Common scenarios where construction staking is required or recommended in Florida.
New Home Foundation Layout
The contractor needs building corners and the finished floor elevation staked before forming the foundation. The surveyor marks corners with stakes and tacks, offset stakes for reference after excavation, and the FFE with a hub and tack. Required before the building department approves foundation work.
Form Board Verification
After the contractor sets foundation forms, the surveyor verifies they are at the correct elevation and within setbacks. This prevents the most expensive error on a residential build — a foundation poured at the wrong elevation or outside a setback may have to be demolished. Most Florida building departments require it before concrete placement.
Parking Lot Layout
Staking curb lines, parking stall geometry, ADA spaces, drive aisles, and stormwater drainage structures. Commercial parking requires precise layout for ADA compliance and drainage grading — both are inspected, and both are expensive to correct after paving.
Road Centerline & Curb Staking
The surveyor stakes road centerline, edge of pavement, curb and gutter, and grade elevations at specified intervals (typically 25-50 feet). Drainage structures (inlets, manholes) are staked with invert elevations. Required for all public road construction and most private road projects.
Utility Pipe Staking
Staking pipe alignments with invert elevations for gravity-flow systems (sanitary sewer, storm drainage). The contractor uses survey stakes to set pipe grade — incorrect invert elevations can stop a gravity system working at all. How Construction Staking Works
Plan Review (1-2 hours)
The surveyor reviews the approved site plan, civil engineering drawings, and architectural plans. Key information: building dimensions, setback requirements, finished floor elevation (FFE), utility layouts, and grading plan. The surveyor identifies all points that need to be staked in the field.
Control Establishment (2-4 hours)
If no survey control exists on site, the surveyor establishes horizontal and vertical control points (benchmarks). Control is tied to the state plane coordinate system and NAVD 88 vertical datum using GPS and total station. These reference points are used for all subsequent survey visits. Control setup is a one-time cost for the project.
Field Layout (2-6 hours)
Using a robotic total station or RTK GPS, the surveyor computes and marks each staking point in the field. Building corners are marked with stakes and tacks. Offset stakes are placed 5-10 feet beyond corners so contractors have reference points after excavation disturbs the actual corner locations. Grade stakes show cut/fill amounts.
Verification & Documentation
The surveyor checks each staked point against the plans for accuracy. A staking report is prepared listing all staked points, their plan coordinates, actual field coordinates, and any deviations. Photographs may be taken for documentation. The contractor receives a copy of the staking report for construction reference.
Subsequent Visits (as needed)
